| Bintulu, Saturday: The Member of Parliament for P190 Bintulu Dato'
Seri Tiong King Sing said today that all the members of the Parliament
House should abide by the Rules & Regulation of the House.
In a recent press statement of State Assemblyman for N53 Kidurong Chiew Chin Sing, Tiong was regretted that Chiew had released a misleading advice to the people, commenting that in the case of MP for Batu Gajah, Fong Po Kuan recently, the Federal Government was allegedly to have unreasonably choose to table a motion to suspend Fong. In the case of Fong, Tiong said it was a clear cut case as Fong after the incident had never denied that she was condemning the speaker as she had earlier released a press statement outside the House. Thus, he said the matter was not necessary to be refer to the House Commitee of Privileges. As one who pratises laws, he said Fong at the first place should know very well that once the judgement had been done in any Court, one should not condemn the court's decision as he or she could pursue the matter higher up through the proper procedure of our jurisdiction system such as Appealant Court. Likewise, he said Fong should respect the decision of House's Speaker of his decision on any issue debates in the House. Prior to the incident of Fong, Tiong further disclosed that in the case of the Certificate in Legal Practice (CLP) examinations marks-tampering, the MP of Kota Malacca had raised up the matter but being rejected by the House Speaker with written expalaination. As what Tiong had been informed, Fong had received similar reply from the House Speaker too, adding that the House had no right to debate the bill now as the matter had been brought up to the high court and under the police's investigation. Furthermore, if Fong felt that the rejection of the House was unfair, Tiong said she could pursue the matter through proper procedure of Rules & Regulations the House to make inquiry and finding for such alleged abuse of parliamentary privilege. Infact, he praised the for Prime Minister to propose and the Country Ruler to appoint such an experienced House Speaker who was previously a High Court judge where he was lenient to allow Fong to withdrawl her statement and apologize to the House before and during the motion to suspend Fong to be raized, however, it was declined by Fong. As a member of back-benches MP, Tiong said that even the Members of BN representative were requested to withdrawl their statement and apologized once they were found breaching or abuse of parliamentary rules. According to the statement of Chiew that during the five years when he was the MP for Bintulu, he did not remember any time during the period where motion under 18(1) of the House's Rules & Regulation was accepted. However, Tiong had objected what Chiew had earlier released through local dailies, adding that there were so many motions had been raised both by the opposition and people representatives of Barisan Nasional during his tenure of office as a Member of Parliament for Bintulu for the past two years. For examples, he said there were two motions had been raised and accepted for the House's debate regarding the padi issues and toll increasement by the Youth Chief of PAS. Previously, the House also accepted the motion raised by the oppostion to debate on the Internal Security Act (ISA). As one of the people elected representative of Sarawak Legislative Council for N53 Kidurong, Tiong stressed that Chiew should not mislead the people by commenting the house should refer any alleged breach or abuse of parliamentary privileges by the parliamentartrians to the House Committee of Privileges. Although Tiong agreed that each Member of Parliament as people representatives was obliged to fulfill their responsibility as the mouthpiece of any peoples related matter, he or she should respect the Rules & Regulations of the House as precondition. He stressed that in each parliamentary session, the priority was always given priority to the leaders of opposition to present their debates and the time was not really limitted for debate. Tiong agreed that the House to table a motion to suspend Fong as such practises of MP to ignore the order of the House's Rules carried on, what would be the purpose of the House as the speaker was not fully respected by its members. On the other hands, Tiong said one should not resolve to any measure in order to claim for his or her political mileage by condemning the failure of the system.
